Today config parses the versions file and then content does operations for multi-version wrangling. It would improve the clarity of the specific responsibilities for each module and the data ownership hierarchy if the content scan could be run without config and then the content could be used to feed into config (config mainly needs the name at this point). We'd also be able to remove the odd giturl and domain handling that content does at the same time since that is also best left to config.
