patchfilter request: add warning message to header when symbols file is truncated #16

If the symbols file is truncated (i.e. becomes zero-size) as a result of running autospec on a package, this usually indicates a packaging bug. Thus, to better call out this condition, it will be helpful to see a WARNING added to the header of the generated for-review.txt.
