GTA 3 doesn't load CLEO when running with Steam proton on Linux

Hi, I know that this isn't the focus of the mod loader but I was wondering if it is possible to make it work with Steam proton on GTA 3.
The game will load as vanilla, ignoring the cleo mods.
A brief search showed me that the version that GTA SA uses works fine with proton, any tips?

There may be a missing library, check if you have an ASI Loader, and it is also recommended to downgrade the Steam version of the game to 1.0. If it continues to occur or if already done, let me know.
