even after adding password in jumpbox.users params users are not able to login with passwords. sshkey auth is working as expected. no issues.

Are you setting their password in the clear, or in UNIX crypt format?

@shchoube, someone pointed out earlier this week (in an unrelated conversation) that modern-ish BOSH stemcells do not allow password auth over SSH. The password-based login is strictly for things like virtual consoles / kvms, if your IaaS (like vSphere) supports it.
