[L1T] HMT emulation: one mismatch observed when running the full emulation

Follow up on #40773 needed.

When running the full emulation using the L1Ntuple workflow for 1000 events using run 362720 (find the cmsDriver command below), after some fixes we still observed a mismatch for event 362720:105:115847543 (having both a Nominal and Tight shower).
Note that the uGT DQM is not showing mismatches anymore.
Given that the full emulation starts from muonCSCDigis, the steps in the middle that might be responsible for the discrepancy are: CSC digi unpacker, CSC shower re-emulation, EMTF shower re-emulation.

Further checks with @eyigitba for EMTF and @kakwok for CSC needed.
As a starting point, note that @aloeliger traced the mismatch down to an anode only shower in the CSCMotherboard/anodeProcessor.
