Port UMass-flusion / flusion component(s) into canned forecaster #340

(Migrating from calls/Slack.) UMass-flusion is a new model and a top-performing model for FluSight 2023/2024. We should port it / one of its components into the epipredict framework, presumably as a canned forecaster. Evan Ray at UMass is working on a manuscript with details and share it; target time for that was maybe end of this month (June 2024).

I think it should be a different forecaster.
