Some good additions to this docker container. I updated it and add the two PRs for going to 0.2.8 and also the docker compose example, we need sam local in our development work, so will keep up to date over at https://github.com/XevoInc/docker-aws-sam-local.

It adds the two PRs and makes a few fixes (the Makefile now users variables for the repo names) and the README.md now is not tied to a specific repo. Overall this makes the docker-aws-sam-local easy to fork. I also created a 0.2.8 image at https://hub.docker.com/r/xevo/docker-aws-sam-local
