Provide prescriptive guidance on how users should troubleshoot and reduce their RU usage. Specifically, we should turn the following 'How to' content into user-facing material: https://cockroachlabs.atlassian.net/wiki/spaces/CKB/pages/3347578993/How+to+Reduce+Request+Unit+Consumption.

Documentation on this topic will be critical for when we add canned metrics and the serverless version of 'essential metrics' which includes RUs.
