Import San José community centers into OpenHistoricalMap

The San José Department of Parks, Recreation, and Neighborhood Services maintains a community center layer and a community center building layer that are both in the public domain as works of a California local government agency. We should import these community centers into OpenHistoricalMap and tag them as amenity=community_centre. start_date=* should be set to the value in the DATEOPENED field.
