Fixie上限に達した場合の例外処理を追加する #1611

背景

connpass API リクエストに fixie アドレスを使用する #1601
現在は Fixie の Free プランのため、リクエスト数が上限に達した場合は、リクエストが失敗してしまう
リクエストが失敗した場合、すぐに気づけるよう例外処理、通知設定をすると良さそう

備考

現状の1ヶ月当たりの使用リソースは、大体上限の半分ぐらいです
