Record compile time constants in the DECLS #99

Record compile time constants in the DECLS, instead of reporting them in the 
DTRACE. This should significantly reduce the number of trace entries due to 
static fields.

Can you record them in the DECLS outside of a program point?

I think they should still be associated with each program point. See the 
"constant" bullet point:
