Do not change permissions in vendor directory

Currently, permissions for files under the vendor directory are being changed. Other than vendor/bin, permissions in the vendor directory should not be altered (only ownership should be set).

it needs to be run on more sites other than electorhood. D7, D8 included. Two of each preferably.

I tested on a drupal 8 and drupal 7 site and no issues found.
