When the command line tools (bin/oasisdb, import_topic, etc) are run as someone other than
the oasis user, permissions are often left broken in /var/cache/oasisqe, and sometimes log
files. Might be others.

The tools need to either automatically run as the right user, or refuse to run as the wrong one.

This is probably behind #36
