[Manage] Change button class for the buttons displayed on Distress meter screen #12

We currently have 2 white buttons on the Distress meter screen which need to be changed according to the design guidelines.

The first button needs to become a primary button and we need to change its label from "Next" to "Start using a tool"

The second button will same the same as it is.
