Configure new GitHub/GitLab organization section is missing at easycla repositories setting page

To Reproduce

1. Login to the admin portal
2. Navigate to easycla page
3. Click on cla manage project button
4. See-Add new GitHub/GitLab organization section is missing at easycla repositories setting page

Expected behavior
Users should allowed to add & delete GitHub organization

Screenshots

Tested on the dev site using different user roles & found the following behavior
