Currently both setup.py and pyproject.toml are used. Building on GH Actions now seems to use pyproject.toml. Before upload to PyPI, we would need to ensure that all package metadata is present in the pyproject.toml builds.

As of v4, all metadata is managed in pyproject.toml, build scripts for Cython are still in setup.py.

Fixed in #201
