I first starting thinking of this recently after I struggled finding one for a project I was working on, the project is a media platform that is geared towards a very specific community, they wanted to integrate ads but only ones they approve, we couldn't just use adsense or other managed solutions and they needed it to be self hosted for privacy reasons

Problem

Some media companies (blog sites, music streaming etc...) want to host ads on their site but when you ad adsense you need to allow cookies

Solution

A self hostable solution with the following features

1. Allow owners to customize the level of tracking
2. Allow people to buy ads with pricing based on clicks or time (x amount per click/impression or x amount for a period of time regardless of impressions)
3. Basic analytics for ad buyers

Additional features

• Site owners should be able to require approval for ads
• A plugin system to allow custom algorithms
• Set up regions on the sites and allow users to choose where their ads are placed
• Advanced analytics
• AB testing (upload two versions of the same ad and monitor which one does best)
• Allow different sites with different owners, this is useful for niche industries where someone with connections or marketing skills can set up an instance and connect site owners with clients
