Vine-Merlin Integration

@BarrySlyDelgado Let's make sure to capture the good work that you have done this summer connecting Maestro/Merlin to TaskVine. I think these are the big chunks needed in order to make it all usable by someone else, in roughly thew order needed:

• Propose a code PR for the VineStem to the cctools repo.
• Propose the matching code PR to the Maestro/Merlin repo.
• Propose the matching docs PR to the Maestro/Merlin repo.
• Briefly document use of Maestro/Merlin in the integration section of the TaskVine docs.
• Create a simple Vine+Merlin workflow and test case for the combination in cctools-packaging-test.

Great thanks for letting me know @BarrySlyDelgado. For that last bullet, we should hopefully have the ICECap workflow open sourced soon which would be really nice to experiment with.
