caddy reload doesn't reload the coraza config or reevaulate rules

Whenever I do a caddy reload, this plugin doesn't actually seem to reload and re-evaulate the rules.

I have to instead restart caddy entirely.

I know there's a unit test for this, but this isn't working in practise.

Nevermind. Worked out why. The actual Caddyfile config isn't actually changing, but other module configuration file(s) are. So you have to use the --force flag. Sorry for the noise!
