With istio/istio#11667 being merged (Citadel config for watched namespaces) we might be able to loosen the singleton restriction on Citadel and actually run a canary version first, only providing certs for a canary workload namespace.
Of course in the end there needs to be a hard switch of the productive Citadel instance.
