Please add an RSS feed for only failed distributions #62

While http://cpants.cpanauthors.org/author/ABE provides an RSS feed at http://cpants.cpanauthors.org/author/ABE/feed, http://cpants.cpanauthors.org/author/ABE/fails doesn't.

It's be nice to subscribe to only the failures as some kind of TODO list. That feed should also not only contain the score but the actual issues as body of the item, i.e. the contents of http://cpants.cpanauthors.org/author/ABE/fails's items. An example for a useful such feed is http://cpantesters.org/author/A/ABE-nopass.rss from http://cpantesters.org/author/A/ABE.html
