[4.x]: Should gc even try to delete pending users that have orders?

What happened?

We have 1000s of pending users with orders, guests that never activated their account but that user cannot be deleted due to having an order.

Is there any way you can identify these users before trying to delete them, and not try to delete them at all, it adds loads of unnecessary processing for our scheduled gc command to handle and also pushes a load of errors into sentry (we can ignore it in sentry but preference is not to)
