Synchronize personal ratings between Kodi and Plex

You can rate shows in Kodi from 1 to 10 by long pressing on a show, selecting Information and clicking on Your rating.

Currently, this has no functionality in PKC. Neither Plex ratings (0.5 to 5 stars) are synchronized to Kodi, nor are Kodi ratings transferred to Plex.

Since the Plex API treats 1 star as 2.0 and 5 stars as 10.0 in the API, you don't even have to transform the rating in any way.
