[feature request] Configurable Upsert parameter for Cluster resource

What problem are you facing?

Unable to add a cluster that was not initially added to ArgoCD with this Provider. Error is received that the content differs and upsert is not enabled.

How could Crossplane help solve your problem?

Allowing Upsert for Cluster resource to be set to true should solve this issue
