[Task] Error view should include how to resolve issues

Describe the feature

If an error occurs (e.g. failed API request, 427, 5xx status code), the UI should show the users steps to resolve those issues. If nothing can be done, we can guide the users back to the our upstream issue page to report.

Not sure if possible but we can do this on the backend such that any failed API request can have a field resolution that tells the users what to do.
