Optional addition: reactor commodity preference change feature

Making an issue so this conversation is not forgotten:

In working on a project where commodity preference changes in the reactor are important on a global scale (simulation wide timeline) but also potentially a local scale (lifetime of deployed facilities).

One thought to partially supply this capability is to add a flag to the reactor preference change, where it can act with respect to the simulation lifetime or the reactor lifetime.
