Automate publications via Zotero

This is a proposal to use a Zotero shared library to keep a list of publications that are relevant for Cyclus and then use that to automatically generate publication lists on each build of the site and/or a regular schedule. Once this works, new publications can be added simply by adding entries to the Zotero database, which can be as simple as clicking a button on the browser.
