I had this same issue with my Home Assistant docker setup as well yesterday. I think it may have something on Wunderground's side in regards to this chunk of the error:
When following the API link in a browser, it would initiate a download for an extensionless file that contained the json when opened in a text editor. Today, it looks like the integration is working for me, and following the api link in a browser returns json as expected. |

I've been fighting this issue for hours non, and just don't know where to look next.
I've been using v2.0.4 for some time now, and it was working perfectly.
That wasn't the case today after updating to 2023.10.
After checking things, aperently my API key expited some time ago, so I can't explain why it was all working up until earlier today, but I created a new api key, but none my of my symptoms have changed.
I I reverted back to 2023.9.3, along with my appdata folder from 2023.9.3, so it should be the same as before I started.
But, back on 2023.9.3, wundergroundpws is still failing:
