Regarding permissions, I am not fully sure...
What about:

• RAs can create log entries for their own RA.
• Admins can create log entries of the admin and/or any RA.
  ?

The purpose of the Log REST API is to have something added to the log book, for example when you created or deleted stuff via REST API and you want to add a personal comment why you did it, or something like that, or mention a ticket number, etc.
