Improve error handling on room creation page

When the backend is inaccessible when fetching the list of available streaming services, the frontend doesn't handle that error properly, and instead, in development mode, shows a fullscreen error modal. This should be improved by displaying an alert on the user page, inviting the user to try again later (for example)
