To reproduce

Put the cursor into a multi-line paragraph.
Scroll down so that paragraph is partially out of the viewport but the cursor is still in the viewport
Press return

Expected behavior

The document doesn't scroll

Actual behavior

The document scrolls so the cursor is at the top of the viewport.
