Subject: [PATCH] Skip download of artifacts with dbt Cloud CLI (#5954)

## What are you changing in this pull request and why?

For the dbt Cloud CLI, prevent artifact files from being downloaded by
using `--download-artifacts=false`

- Add new FAQ item to the Configure CLI page
