UI Navigation - Update Patient : Allow qualifying issuers fully for partially qualified issuers of patient identifiers in Other Patient IDs Sequence

For partially qualified issuers of patient identifier items in Other Patient IDs Sequence items

• Enable adding Issuer of Patient ID Qualifiers Sequence if the item consists only Patient ID and Issuer of Patient ID
• Enable adding Issuer of Patient ID if the item consists only Patient ID and Issuer of Patient ID Qualifiers Sequence

Steps to simulate :

• Create patient using either

  • HL7 message with PID.3 as MM1^^^JMS~MM1^^^JMS1&1.2.3&ISO~MM1^^^JMS2~MM1^^^&1.2.3.4.5.6.7&ISO
  • Create Patient REST service invoked using curl
