Add "Ask a question" link when user clicks "New Issue"

I want users to be directed to stackoverflow for questions. we can use the link below to autopopulate the tags to use gtsummary and r.

I would like more direction on including a reproducible example. Not sure how to do this. Maybe we link to a separate site with instructions that eventually re-directs to SO? idk if I like that...
