vc.Create() doesn't accept an Issuer, but from the spec:

A verifiable credential MUST have an issuer property.

We set the issuer value when we go to sign the VC but the expectation of the output of a Create function would be that all required data properties are defined (at the least, perhaps we could get by with just adding a disclaimer to the godocs?)
