dust modulefile assumes you have a previous version laying around
https://github.com/desihub/desiconda/blob/main/scripts/bootstrap-desi.sh#L57

We deprecated the need for the dust module and just set DUST_DIR in the desimodules/main, 24.8, etc. files. boostrap-desi.sh should not try to install a dust module.
