It would be great to be able to subscribe to notifications via RegNotifyChangeKeyValue.

Example use case: switching between dark and light mode on Windows when the system setting is changed.

I don't have the bandwidth to look into this currently, but if someone wants to take a shot I'm happy to work with getting this into the library
