Create flags for organizations that have quality issues

We should use rules + custom flags to note organizations that:

• Haven't been updated recently
• Don't have key info (eg EIN, address, etc.)
• Don't have recent grant data

Then intern tasks can be going through each flag. If it's bogus, they can clear it; if it's real, they can fill in the data and close it. A good way to ensure we touch all organizations regularly.
