When deploying a new pipeline with an inventory_location configured, there will likely be a gap between files listed in the last available inventory and the first processed SNS message.

To alleviate this, we should consider building a notification handler that is triggered by the creation of a new inventory list. This handler should then be removed after the first time it is run.
