Find all actions used in composite actions

Now that composite actions are a thing we need to add another loop to load the actions used in them as well, to have the full picture of all actions used in an organization.

Be aware that it is allowed to nest another composite action in a composite action. The GitHub Runner checks for it 9 levels deep:
