Accessibility issue - Plotly charts #118

Describe the bug
Charts include Plotly elements that are a total no-go for accessibility. This includes:

all the download links on charts and other toolbar elements
plotly tooltips

To Reproduce
Hover over a chart, inaccessible toolbar appears.

Expected behaviour
Charts are generally better off produced using ggiraffe and with minimal use of pop up elements.
