Add setting in region settings to enable glossary

Motivation

We want to add a glossary function to the Integreat App that explains difficult terms in easy German. We want to give municipalities the option to use it, if they want to. Therefore we need an option to activate the glossary per region.

Proposed Solution

Add a checkbox to the region settings that upon ticking it enables the glossary function for that region.

Alternatives

Add the option somewhere else? :D

User Story

As a municipality I want to be able to decide whether to use the glossary or not in order to not have to restructure my texts extensively if the glossary does not fit with my current structure of text.

Design Requirements

None, since it is only a checkbox?
