[Feature Request] Let Ctrl + Up/Down scroll the page, and Ctrl + Shift + Up/Down change the letter case #963

Right now, Ctrl + Up/Down changes the letter case. That's a really useful feature, and I use it from time to time, but I miss the ability to press Ctrl + Up/Down and scroll the page up and down one line at a time. That feature is present in the screenwriting software Fade In Pro, and I really miss it because I used to use it all the time, way more than changing the letter case.

So I propose we move the feature to change letter case to Ctrl + Shift + Up/Down, and add the feature to scroll the page with Ctrl + Up/Down.

Hello. Can you share your use cases where you use scrolling line by line with these shortcuts?

Hi! Sure:
When I'm writing and I reach the bottom of the page/screen, I use Ctrl + Down to scroll down/slide the document up without taking my hands off the keyboard, and without changing the position of the blinking cursor, so I can continue writing from there.
