Doubts about Project License

I was checking project sourcecode and I found this headers

So as far as I know, I'm not a lawyer, if you don't get permissions from original author to relicense this code from Apache-2.0 to BSD-3-Clause your project license should be "BSD-3-Clause and Apache-2.0" instead "BSD-3-Clause"
