Query libraryd every minute and refresh list upon change

be mindful not to reset their view if they're in a sub-function (#/wallet, #/publisher, etc), and dont reset search functions they have selected

This only applies to /#/media and /#/publishers and will not refresh the browser, only the list via API calls to check for new things that have been published while looking at either of those lists. So that I don't need to keep refreshing when watching for new artifacts to appear.
