Comment: Event though there was no artifact details and not even a file, clicking "Publish" still results in beginning the upload. Let's take a page of the book from dotblockchain's MVD (minimum viable data) and requires it to begin publishing.

We do have requirements for data to be indexed into the OIP DB, Artifacts pushed to the blockchain that do not have a title or file data will not be accepted or indexed. In the future we will prevent users from publishing if they do not have files, or a title for their artifact, this is more of a final polish item.
