Change delimiter in survey data JSON for response options

The files in data/survey_questions support multiple-choice questions, by using the following format:
Question Text?|response one,response two

...because a comma (,) is used as the delimiter, the options themselves can't have commas in them, which limits their accuracy (some of the surveys have used commas in the multiple-choice options; for this site, those commas have been replaced with slashes or semicolons).

Change to use a less-common character as the delimiter.
