Doc + leverage existing telemetry

Motivation

Currently we are not getting full value from the telemetry that is already available to us.
The knowledge of the telemetry data among the team members is at different levels and it's not documented.

Goals

• Review telemetry related to MSBuild available to us in clusters today. Create overview documenting which clusters/tables are usable and what can we fetch.
• Document a basic how to (linking to other available documents) - so that any new team member can quickly start reviewing our data.
• Put together some sample views (MSBuild usage stats, etc.)
