Retrobar Taskbar keeps popping up

If I'm playing a game, the retrobar taskbar will keep popping up, tabbing me out of what I was doing previously. It does this twice in a row then stops. I don't know what causes this. This can get very annoying but it's not just games. It happens to everything that's fullscreen. If I watch a youtube video there's a chance the taskbar will randomly pop up and I have to exit fullscreen to bring myself to the right tab. I cannot find a fix for this ANYWHERE. Anyone else experiencing this issue?
