Performance observation on small program

This program seems to run forever, on the D-Wave QPU.
It is a customer's program. For I = 1 to I = 7, it runs locally, but once I = 8, it goes to the D-Wave QPU.
For the customer, it ran so long that he got a "502 Bad server response" error.

debug should carefully sort out which environment it is in:

1. QPU
2. local solver
3. Tabu solver in standalone mode.
   Behavior appears different.
